Guys are such assholes they will gang rape a girl and then deride her, shame
and humiliate her, isolate her and destroy her until she joins in and kills herself.

This is cured at home, one little asshole at a time. The standard interview will not do. Little Timmy is not going to volunteer that he was part of a gang insulting abusing and doing violence against a women. You have to look for cues and clues, mom.

And, no. The solution is not to put more filters, restrictions, and surveillance on the internet.
